An Introduction to the Membership By-Law Amendment
This moderate proposal is true to our past, faithful to the vision of our founders and will not change the Bay View you know and love. In fact, it will strengthen our family values, our legacy into the future, and make it more likely that our sons, daughters and grandchildren will also enjoy the benefits of this sacred community.
The proposal is positive, not negative. It requires the applicant to understand, honor and support BV’s Christian values and traditions and its historic Chautauqua roots. It requires an applicant to commit to active support of Bay View’s heritage and values. This language reflects some of the positive work of last summer’s Special Committee on Membership. It is meant to strengthen the community spirit of Bay View, while bringing the peace and harmony we all desire.
Bay View’s current membership requirements run afoul of Federal and state law. This amendment fixes that. The amendment continues a commitment to our Christian values and Chautauqua traditions and preserves our heritage, but it takes away the cloud of illegality and risk of lawsuit. Our relationship with the United Methodist Church, from whom we get our tax exemption, is strengthened, not weakened by this amendment.
The Bay View controversy is Christian versus Christian. One group sincerely believes that formal Christian church affiliation is the best requirement for BV membership while another group sincerely believes that Jesus’ message is one of inclusion and that specific theological or faith tests should not be required in BV. Today, half of American Christians are not part of an organized church. We should reach them; we should welcome the opportunity to be part of an individual’s exploration of their faith and how to reach Christ. Many of these are our children and grandchildren. Bay View should be part of making Jesus’ message heard and strengthened in the modern world.

In accordance with Section 77 of the By-Laws regarding amendments, a petition has been signed by at least twenty (20) members holding separate leases proposing to amend Bay View Association By-Law 1.D as follows:

D. Qualifications for Membership. An individual may be accepted as a Leaseholding or Associate Member upon a two-thirds vote of the Board if the individual complies with the following membership qualifications and requirements:

with the Bay View Administrative Office.
3. Is at least eighteen years of age.
4. Is of good moral character and will support the Association’s
purpose and objectives.
5. Is of Christian persuasion.
5. AFFIRMS AN UNDERSTANDING AND SUPPORT FOR THE
ASSOCIATION’S CHRISTIAN VALUES AND TRADITIONS
AND ITS HISTORIC CHAUTAUQUA ROOTS.
6. COMMITS TO ACTIVE SUPPORT OF BAY VIEW’S HERITAGE
AND VALUES BY ENCOURAGING, ENHANCING AND
PROMOTING ITS RELIGIOUS, CULTURAL, EDUCATIONAL,
AND RECREATIONAL PROGRAMS.
6.7. Provides reference letters attesting to the applicant’s fulfillment of the
above membership requirements from:
i. The pastor or designated leader of the church of which
the applicant is a member or attends;
ii. i. At least two members of the Bay View Association,
excluding relatives of the applicant, members of the
Board of Trustees and anyone associated with the
transfer of the lease; and
iii.ii. At least two persons of the applicant’s choice,
